He was born in Erzurum in 1953. After completing his primary, secondary and high school education in Erzurum, he entered the Middle East Technical University Faculty of Administrative Sciences. He graduated from the Department of Political Science/International Relations and Public Administration of this faculty in 1978. He worked as an assistant specialist at the Ministry of Industry and Technology General Directorate of Incentive-Implementation for a while. In 1979, he started to work as an economics assistant at Atatürk University. He received the titles of associate professorship in 1983 and professorship in 1992. His scientific interests and fields of study are Macroeconomics, International Economics, Regional Development and Turkish Economy. During the 1997-1998 academic year, he worked as a researcher on Regional/Local Development at the Department of Economics at Indiana University, USA, with a Fulbright Scholarship. He served as head of department, dean and vice-rector at Atatürk University, Gebze Institute of Technology, Beykent University and Doğuş University. He continues to work as a professor at Beykent University.
